Introduction to CSC Scheme
Implemented Under National e –Governance Plan (NeGP) formulated by Department of Electronics and information & Technology (DeitY), Government of India, the Common Service Centers (CSCs) are the ICT enabled front end Service delivery points at the village level for delivery of Government, Financial, Social and private Sector services in the area of agriculture, health education, entrainment, FMCG Products, banking insurance, pension Utility Payments etc.
The Scheme is being implemented in Public Private Partnership framework with a focus on rural entrepreneurship & market mechanism. The CSCs have been set up by implementation partners called Service Center Agencies (SCAs), who are appointed by State Designated Agencies (SDAs) through a transparent bidding process. The CSCs are operated and managed by Village Level Entrepreneurs, who are appointed by SCAs.
The location of CSCs is decided in consultation with the State Designated Agencies (SDAs) to serve a cluster of 5-6 villages, thereby covering close to 6.50 lakh villages across the country. This is the world’s largest government approved ICT enabled network.
Mission and Objective of CSC Scheme
CSCs are envisioned as the front-end delivery points for government, private and social sector services to citizens of India. Further, CSCs will deliver services in the areas of telecom, agriculture, health, education, entertainment, FMCG products, banking and financial services, utility payments, etc. Each CSC is expected to serve a cluster of 6-7 villages, thereby covering more than six lakh villages across India.
Under the project, the idea is to facilitate a platform that will enable government, private and social sector organizations to integrate their social and commercial goals and take the benefits of information and communication tools (ICT) to the remotest corners of the country
About e-governance (UPCSC)
Center For e-Governance is the State Designated Agency under the Department of IT & Electronics, Government of Uttar Pradesh for the implementation of e-Governance initiatives in the State.
Modern administrative systems have become more and more information-based. This has profoundly altered the environment in which Governments, Citizens and other organizations operate. It has also influenced the way in which new systems are being designed. Common Service Centers/ Jan Suvidha Kendra’s are an excellent e-Governance initiative of Govt. of Uttar Pradesh being implemented at each District Level. The initiative is not only giving a practical shape to the Right of the Citizens to receive Government Services near to their home but are also creating job opportunities for the educated but unemployed youth of the Districts of UP. Common Service Center is a unique public private partnership program, which gives citizens an opportunity to interact with the Government without coming to any Government office. The Common Service Centers/ Jan SuvidhaKendrashave been envisioned as the front end delivery points for the Government, Business and Social Services to the rural and urban citizens.
Currently, Common Service Centers /Jan Seva Kendra’s are actively running and delivering the Government Services in many Districts of Uttar Pradesh. Instead of coming all the way to the District Office, the citizens can now avail various Government Services at the nearest Common Service Centers /Jan Seva Kendra’s itself. Services/ information like Land Records, Employment Information, Caste, Income, Domicile certificate etc. are available online now. To ensure transparency, details of development works, ration allotment to fair price shop dealers, money sent to Gram Sabhas etc. are made available to people. The CSC system not only gives citizens an avenue to track the progress on their grievance, but also provides the District Magistrate an effective tool to monitor the performance of various Departments. CSC also provides details of various Government schemes, Government prescribed forms, details of developmental work in the District, and lists of old age pensioners, lists of scholarship.
